1. Relevant Definitions:
(1) The “import food/cosmetics for Expo
(2) The “import food/cosmetics by normal trade” herein refers to the import food/cosmetics without the “Confirmation Letter of the Entry Goods for Expo
2. Work Mode for Guaranteeing the Security of Import Food/Cosmetics for Expo 2010
(1) Import food/cosmetics for Expo 2010:
A. Under the prerequisite that effective supervision is guaranteed, Shanghai Entry-Exit Inspection and Quarantine Bureau (“SHCIQ”) implements green channel system for the import food/cosmetics for Expo 2010 that meets all the following requirements:
(A) For the food of animal or plant origin that requires the Quarantine Permit for Import Animals and Plants (the “Permit”), the logistics service providers designated by BSWEC, namely Shanghai Sinotrans Customs Declaration Co., Ltd, Airsea Transport Co., Ltd., or Agility Fairs & Events Logistics (Shanghai) Co., Ltd, will apply for the “Permit” on behalf of the participants on the strength of the food list issued by the participant and affixed with the official seal of the pavilion;
(B) The above-mentioned logistics service providers as designated by BSWEC shall go through inspection application, inspection and quarantine procedures at the Expo Site Office of SHCIQ on the strength of the Confirmation Letter of Expo Goods for Expo 2010;
(C) The said food shall be shipped directly to the no. 2 warehouse for on-site inspection and quarantine and stored there till the laboratory inspection and quarantine results come out.
B. Green channel system:
(A) Direct import clearance mode: The Expo Site Office of SHCIQ directly handles the application for “Permit” and inspection declaration of import food/cosmetics for Expo from
(B) Green channel for application, examination and verification of “Permit”: If the import food for Expo 2010 requires the “Permit”, the application for the “Permit” shall be made through the “Green Channel for the Examination and Approval of Special-purpose Food of Animal or Plant Origin for Expo
(C) Green channel for inspection and quarantine: If the goods prove to be qualified through inspection and quarantine, the qualification certificate shall be issued within seven working days since the day on-site inspection and quarantine is performed on the goods that arrive at the Expo Site Office.
C. Inspection and Quarantine Procedures for Import Food/Cosmetics for Expo 2010
The import food/cosmetics for Expo 2010 shall meet the laws, regulations and standards in
(A) The participant shall truthfully declare the practical purpose in accordance with the variety and quantity of import food/cosmetics actually arrived, and respectively fill out the List of Self-used Food/cosmetics by Staffs Only (form of Annex 1), and List of Food/Cosmetics for Display Purpose Only (form of Annex 2), so as to differentiate the food/cosmetics for handing out, taste, trial use, catering or sale.
(B) The participant shall issue the Statement of Safety Responsibility for Self-used Food/Cosmetics by Staffs of Participant (Annex 1) for the food/cosmetics declared to be used by staffs only, and issue the Guarantee for the Food/Cosmetics for Display Purpose by Overseas Participant (Annex 2) for the food/cosmetics declared to be used for display purpose only. The organizer of Expo 2010 shall confirm and stamp the “Statement of Responsibility” and “Guarantee” respectively.
(C) For the food/cosmetics to be used by the staffs of participant only, or for display purpose only in pavilion after being imported, the inspection and quarantine authority may not, during inspection and quarantine, verify the Chinese labeling based on the declaration and guarantee by participant and confirmation by organizer. Laboratory testing may also be exempted according to the circumstances, however, samples shall be preserved.
(D) For the self-used food/cosmetics that is carried about by staffs into China, Shanghai EB & SFSC International Logistics Co., Ltd., the logistics service provider designated by BSWEC, will go through the inspection application, inspection and quarantine procedures on behalf of participant on the strength of the food list issued by participant as well as the Confirmation Letter for Self-used Articles/Carry-on Items by Staffs of Overseas Participant for Expo 2010 at the inspection and quarantine authorities at ports of entry under SHCIQ.
(E) The food/cosmetics declared to be used by staffs of pavilion themselves and for display purpose only is prohibited from being used for handing out, taste, trial use, sale and catering, and violators will be punished according to the Chinese laws and regulations.
(2) Import food/cosmetics by normal trade: Inspection and quarantine should be performed in accordance with the general requirements and process for import food/cosmetics.
The import food, after on-site inspection, quarantine and sampling, can only be stored at the storage sites that have been filed and publicized by SHCIQ (the filing requirements for the storage sites have been publicized) or at the food storage sites as promised in the “Letter of Commitment for Import Food” (the filing requirements for the storage sites have not been publicized). The import food by normal trade can’t be sold or used until it has passed inspection and quarantine, and obtained qualification certificate.
3. Requirements for Food Importers and Consignees of Import Food
(1) Filing management and quick registration of food importers and consignees of import food
A. Only those enterprises that have obtained inspection and quarantine filing or quick registration qualification can be engaged in the import food business for Expo 2010.
B. According to the announcement issued by SHCIQ on its website, if the food imported by normal trade is distributed at the Expo Site for use, the relevant food importers and consignees of import food shall submit food ex-warehouse record to the inspection and quarantine authorities within one hour after the relevant food is shipped out of the warehouse:
(A) Those enterprises that have obtained filing qualification for import meat business, as well as the enterprises importing chilled, frozen, salted, dried, smoked or other primarily processed or unprocessed aquatic products, shall log on to the “Online Verification System for the Flow Direction of Sampling Batches of Import Food Derived from Animals” (http://ciq.9fun.cn/entmanage/) and upload the “Information Form for Tracking the Food of Animal and Plant Origin Exclusively Used at the Expo Site” for declaration. Prior to log-on for the first time, the enterprise shall dial 68549999*16213 to contact system maintenance staff for obtaining user name and log-on password.
(B) The enterprises that import other foods shall log on to “Shanghai Port’s Sales Record Declaration System for Import Food of World Expo” (http://ciq.9fun.cn/Expo_Food/) for declaration. For the first-time log-on, the enterprise shall complete the quick registration of its company information to obtain its user name and log-on password.
(2) For import inspection declaration, the “Import Food List” and “Letter of Commitment for Import Food” (the sample format can be downloaded from the official website of SHCIQ) issued by food importer or consignees of import food shall be submitted. All food importers and consignees of import food shall establish and implement “Food Import and Sales Record” System.

(4) SHCIQ will conduct supervision and inspection by adopting on-site inspection, online verification and other means. Any enterprise, if found to have the fraudulent acts of withholding information, misstatement or omission, will be requested to take corrective measures. During the period of correction, SHCIQ will detain all the food imported by the enterprise at the port for inspection; if any enterprise is found to use the import food of which compliance inspection is yet to be conducted without permission or have any other violation, it will be investigated and dealt with according to law.
